Theresa Brennan is an employment law attorney with more than 25 years of experience advising public agencies and mission-driven employers. With a strong foundation in labor relations, governance, and internal dynamics, she brings unique insight into how leadership teams, boards, and councils shape workplace culture.

Theresa is known for her fair, thoughtful approach to workplace investigations and her ability to navigate complex organizational issues with discretion and clarity. Her career includes deep experience in labor negotiations, employee discipline, employment litigation, and cultural assessments—particularly within the unique context of public sector environments. She partners with leadership teams to deliver impactful trainings, conduct sensitive investigations, and support organizations in creating legally sound, high-functioning workplaces rooted in psychological safety and mutual accountability.

 

Theresa earned her undergraduate degree from UC Irvine and her J.D. from Loyola Law School, Los Angeles. She has been a member of the California Bar since 1995 and is active in the Association of Workplace Investigators, the California Lawyers Association (Employment Law and Public Law Sections), the Los Angeles County Bar Association, and several regional bar associations

Vanessa has a law degree from the University of Amsterdam with a specialization in employment law. Vanessa represented the government of the Netherlands in economic diplomacy efforts in the U.S., developing expertise in negotiations and governmental affairs.

 

After moving to the United States and obtaining her law degree from Loyola Marymount Law School, she gained valuable experience in a variety of legal disciplines, including transactional law and civil litigation. Vanessa has also worked in-house at City of Hermosa Beach and served in the Office of General Counsel for a high school district in California, gaining extensive experience advising public entities in all areas of risk management and federal and state compliance for human resources, OSHA, and CalOSHA requirements. Vanessa has extensive experience in government contracts, regulatory compliance and civil litigation.

Vanessa has also conducted workplace investigations for public and private sector employers, as well as safety compliance and workplace violence prevention audits.

MAUREEN RUBIN

Maureen Rubin earned her Juris Doctorate from UCLA School of Law and was admitted to the practice of law in 1996.  Mrs. Rubin began her career in general civil litigation working for large law firms in the Los Angeles area.  After one year of practice, Mrs. Rubin began to specialize in employment litigation and counsel.  In addition to gaining experience from large law firm practice, Mrs. Rubin has experience investigating, supervising, and managing employment lawsuits for a large insurance company.  

 

Mrs. Rubin is a Member of the Los Angeles County Bar Association, the Association of Workplace Investigators, and is excited to work with California Workplace Counsel to provide impartial external investigation and best practices advice to help make workplaces optimal for all.
